Unless you know what you are doing and can be there to help if things go wrong Pre built is the way to go as for a while you have warranty and support.
My PC is all built by me and not really used by others in the family.
My sons is pre built and even though its had more issues all have been fixed/help by support when I am away from home(quite regular). Give a bit of peace of mind he has use of it and can get help and saves me having to talk him/the wife through what to do.
Gaming laptops tend to be noisy as there's not much space for airflow. I'd expect that linked Overclockers PC to be a lot quieter with a mesh front for decent airflow through the case. I notice it doesn't mentioned the CPU cooler on the spec, so assume it's a basic one but if you find that's noisy, CPU coolers with a large heatsink and 120mm fan start at around £30 (Coolermaster) and will be a lot quieter than a stock cooler with a smaller fan running at a higher speed..

General rule of thumb is that a desktop will be quieter, and of course it can be positioned in a place where the noise will cause less impact. If he was streaming using the laptop internal mic, all the fan noise will be heard through the chassis and into the mic.Would something like this be much quieter?
As a final help for background noise when streaming - if he runs nVidia broadcast he can use a tiny amount of GPU power to automatically remove noise from his microphone feed - it listens to the normal microphone, cleans up the audio, then outputs it as a "virtual" microphone that can be selected as an input device by OBS or any other software that listens to a mic.

He has an external HyperX Quadcast microphone. Isn't this the cooler in the spec?240mm AIO Liquid Cooler
Or are there separate coolers for CPU and GPU?

Agreed - try not to fight convection and avoid turbulence. So in through bottom and front, out through back and top and fans away from each other as much as possible.My existing PC is almost at the end of it's life, I can't complain, I specced well - back in 2014 and it's still going strong.

(because trad hard drive bays are a bit lacking in modern cases, I'll be using a USB C Hard drive enclosure for any 3.5 drives I'll be using.
And the H100i instead of 115 because in the case I've chosen, it would get in the way of my RAM
I'll be going for 4x LL120 120 corsair RGB fans post build, so factor that in too.
anyway, usage will be 1440 gaming, video editing, encoding, plex server-ing and general purpose photoshop, office stuff.
No peripherals needed, as I've already got those, this is really just the PC itself.

I needed something with a lot of USB ports too, and that worked for that.
I couldn't get the RGB ram at that speed on the configurator sadly, I don't think the 400 mhz difference in the real world will really matter too much though.
