Video game inspired car designs

What does this actually mean, generally the cars in video games are modelled on the real thing, you can design a video game car to look how ever you want it to look but hows this transferable to an F1 car with all the rules they have banning anything that might excite. Some of those futuristic concepts look great if thats what they mean but the rule book on car design will need throwing away if anything those are to be built
