Basically put all the driving aids on, auto and put them in the middle of the map with a big jeep and they just crash everything. Lots of fun.

My 6 year old is pretty good on it with all assistances on, my just turned 5 years old is ok but spends all the time just mashing the throttle into trees fo 5 minutes then gets bored and plays rocket league instead Anyone have a 3yo who can ‘get it’?

I've had zero problems playing it on PC since release...3440x1440 resolution, constant 60 fps, every setting maxed, and it doesn't sound like a jet taking off when the fans kick in

Given the next Xbox and Win10 are probably gonna be the same thing, but I can dual boot a PC, I’m thinking a PC is the way I’ll go to run Forza Horizon.

No. I'm not quite sure where this is coming from! My old 1st gen One has a first stage fan which you can barely hear, and maybe once an hour (if you're doing a long session) you might get the heavy duty fan cut in for a about 30secs or so. My kids have the later, smaller white One, and I've never heard the fans on those.You can get 4k on the later xBox too (though not mine, sadly).
The only reason I'd be tempted with a PC version is if it was much faster to load, because that's the one killer of FH4 on an xBox: The loading times - they are very slow! Things like auction house and liveries can be a chore, just because everything loads slowly. I could buy a keyboard for it to improve things, of course.
Personally I've had numerous games on the PC, and I've had tonnes of issues of buying games and finding they don't run properly, especially when you add DLC. And then, if you do get one to run, and you're happy with it, you see a video of some gamer playing it with a massively better spec PC than yours, and you need to spend money again to play THE SAME GAME, because you've seen it can look much better. Things outdate so quickly, whereas with a console, everybody is on an even footing.
Forza is one of the games I could more easily play on console / TV as it's a more casual game, so I get that.
But overall, since switching to PC a couple of years ago, I haven't looked back. You're bang-on about the loading times too, having the game on an SSD, loading times are minimal.
The only 'console' I regularly play in the Switch.

I've set my One S to update games and the system software automatically, and as it's on instant on mode it does it as soon as they become available even if the console is on standby, meaning I no longer have an issue with wanting to play a game and having to wait 20 minutes for a system software update. So yes, plug and play is still a thing in 2020.

My issue is that on the PC, you can be sat there playing happily, and then bluescreen/error and return to desktop/error message with 'cannot find/execute blah blah blah'. And like I say, you get yours set up, and then you see nerdy John from some gaming page on FB running the same game, but with much sharper graphics and a much smoother frame rate, so you now you can't enjoy yours as much because you know it could be better, whereas something like a console - everybody is on the same plain, aside from the TV/monitor you're using, but that would be the same of a PC too.
I've never played FH4 on a PC, and I'm sure when it's all working it's better, but I'll never see the overall appeal personally.
Was back on it today too. Didn't have a vintage racer for the weekly challenge, didn't fancy paying 10m for one, so went to auction section and they go for 1.5-2m buy out. You have to be quick though, they are constantly being bought within seconds of showing. I ended up with a Napier Railton after about 10 failed buy out bids (not joking). So now I've got a week to try to do drift passes with it in a race. I hate drifting I'm at 49% done of summer though, so should get the Corvette car for 50%.
Did the stunt pr stuff though. For the 244mph speed camera I got my X 999 PI Agera out, only to find it was geared to 241 tops . A Quick gearing tune and job done.

Made a very silly alfa P3 last night that would NOT go in a straight line! Might have to make something a bit less powerful for the races
