Try this guide. I have the first decade collection and it runs fine on my windows 10 pc . bit of fettling with the compatability and .INI files but its all explained easily enough and i remember playing about with INI in original release as you can make the game quite silly\fun with unit strength etc.I can’t a ‘proper’ version of RA2 or Generals that works on Win10. but i play windowed mode too, go inot the desktop shortcut for the game once you have done all the above and it runs, then right click on icon, go to properties, shortcut tab, and in the box "Target" after all the file info of where the game is saved, go to the end after .exe" and press space, then type -win
This will force game to play in windowed mode, as i found fullscreen sometimes crashed for no reason.

It’s just through origin, works fine on my 1080ti/8700k rig, running W10. You do have to edit a script to run past the 720p resolution size, but it’s fine.

Thanks to this thread and the link posted I managed to get mods working with the ultimate edition on origin. I miss the old modtoaster for easy switching and have to install/run them manually but great fun, and sadly a million times better than the remastered orginal - though I'm only really playing zero hour now. Love the generals challenges!

Done the first few campaign missions, however I'm struggling with my ore trucks randomly to-ing and fro-ing around the refinery and not depositing my gold! The support forums are full of people with much more powerful hardware than I having exactly the same problem. It seems the developers have taken a 25 year old game that needed a 120 MHz processor and 16 mb(!) Of RAM, and with a little bit of visual improvements and a couple of user interface tweaks, made it too resource hungry to run properly on the comparative super computers of today! Quite an impressive feat really
I've asked for a refund based on the above but we'll see, got a fair few hours of playing time in before I had enough so it might be rejected, I'm not familiar with Steam on that front.
Anyone else had any similar issues?
