As it looks to be late 19th, very early 20th C, and Teddy Roosevelt had led the Rough Riders up San Juan Hill in Cuba, effectively ending the Spanish-American war, maybe it’s his cousin FDR in the uniform of the time, 1898?
There again, maybe not, as he’d have been 16 in 1898, so I’ll have a stab at Kermit Roosevelt, Teddy’s son, who would have been around 11 at the time, that’s all I’ve got.
