Aha, I can see it now - nice shot and very nice cat - Bengals are cool. Trouble is when I was looking for Rumpuss the cat rescue place didn't have any posh breeds - just boot-faced cats with ears like old bus tickets!

You got the answer already! Panning just means moving the camera to keep up with a moving subject, so the subject stays roughly sharp and the background blurs. The amount of blur you get is controlled by the shutter speed - eg with cars you can freeze the motion dead (which can look unnatural) or use a slower shutter speed - maybe 1/125 - to get the wheels blurred. Easy!
