I had a similar issue after removing the in-tank strainer and fitting an external filter. The external filter clogged very quickly due to rust in the tank and left me on the side of the road. I installed a new in-tank strainer and gutted the external filter and haven't had a problem since. The advantage of the in-tank strainer is that it is unlikely to get blocked by rust because it is constantly rinsed by fuel and has plenty of room below for rust particles to settle.
