Emissions too high and fuel smell on start.

Had the emissions checked after smelling fuel-richness on startup and idle and they are about 3x too high.
The car had been laid up for 6 months for suspension work but nothing was done to the fuel or electrical system.
I'm hoping an ECU reset, new temp' sensor and cleaning of the filer and AFM's will sort this problem but I'm puzzled by the colour of the plugs.
Each one is about a close as you can get to how the colour should be but my mpg has dropped by about a quarter(average 27 down to 20 on usual routes) and the emissions are too high. I would have expected some sort of sooty build up.
Any ideas?

p.s. Is the 'sleeve' around the distributor necessary? I've seen some pics where it's been removed. The plug leads have always made contact with the rim and if it's not really needed I'd rather it go.
