Is he planning to spend time and money on it for the fun of it? Nothing wrong with that as long as he knows he is very unlikely to recoup the costs when he sells it.

He's retired and likes his days tinkering in the garage.

To be fair, I had a good look around the car today and it looks very well, much like a 38k mile car should. Interior is lovely and very few marks on the bodywork. Chassis looks very good too on first impression.
He's not looking at making big bucks on the car, more interested in the project without losing money.
