It’s a ”feature” on the S that it don’t drop down under 1000rpm when switched off, nothing to worry about
Have you reved the engine up? It won’t start all electrics up properly before its reved up above 3000 rpm.

I assume the car can rev past 3k?

The rev counters can get a bit slow / lazy you could try cleaning it or send to (not so) Speedy Cables for a refurb..?
