Stumbled accross this in The Register

Seems that TFL are as reliant on the non-payer as the payer...

"[£68million profit]... compares with the £180 million it was predicted it would raise for London's transport budget. Livingstone claims "we didn't do it to raise money, we did it to reduce congestion," which just makes the very large hole in TfL's budget all the more mysterious.

So on that basis the relatively small proportion of evaders appears to be contributing a sum of the order of that paid by the law-abiding majority, and 100 per cent compliance would represent a nightmare scenario for TfL"

Must admit, I pay it but am a fan, its reduced my commute to work by a lot. But cannot get over the idea that Ken has introduced a scheme that keeps the poor people underground while the rich get to use the roads, seems very un labour.
