New building on M5 junction Gloucester (Stonehouse)

I moved to the Glos area in Mid 2015 and at that time there were lots of tall building cranes on the eastern side of the M5 junction in South Gloucester where the B4008 crosses. Having now started commuting again along that stretch, I can see a massive structure with large silos/vessels and they are currently cladding it in a green covering. Anyone know what it is? (the building, not the green cladding ) I can't find any planning application on the Planning Portal but something as major as this might not go on there. I can't even find any pics on Google maps!

Clearly a contentious issue (burning waste) but living locally and seeing the mess that is the Gloucester landfill site, I think it can only be a good thing. I'd love a trip around it, to see it!
