Perhaps they once belonged to the now-defunct Radcliffe and Little Lever Joint Gas Board.

I do like the fact that next door is a quarry from which - presumably - the stone to make the walls was taken. smile

If it is gas storage why does it have to be so well protected with blast walls etc?

The old gasometers never had that level of protection.

same with the security,

seems completely over the top for a gas storage tank,

the ones up here have nothing at all

this is like a prison

Have a look on an OS map for the symbols

Perhaps it is a water works facility, lots of reservoirs on higher ground

You can have a reasonably good look round with Apple Maps 3D view.

Fresh water storage has high security since poisoning of water supplies became a reported issue.

Might that explain the banked walls too? In case of failure of the tanks?

There's a decent sized tower on the southwestern corner; remote monitoring of the cctv, or something else?

Try to get a large view of this gate and small structure on the corner, please?

That, or to help hide it. Certainly looks like the trees have been grown in a way to hide it from view and the high fence is a new addition when you look at apple satt 3D maps.

OS Map: https://www.bing.com/maps?v=2&cp=53.546429~-2....

It's on Clark's Hill, and, according to folks of the site below, the top fence is electrified.

from that link: ngthack 07/01/2014 - 'I think there's an air navigation beacon within the compound, which explains the high security.'

A quick snoop shows it to be Clark's Hill Service Reservoir.

The blue triangle on the map is a Triangulation Point, which is just inside the walls.

Sadly, it's not a secret captured-alien facility, and it's probably not an air navigation beacon (whatever one of those is)!!
