Which mixture setting is best

Hi, I recently had access to a Professional garage gas analizer, and I found that my mixture setting had a perfect air fuel ratio mix but my Co was only 0.9%, if I set the Co to the correct 2.0% my air fuel ratio goes out showing unburnt fuel. So which setting should I go for Perfect Air Fuel ratio, of correct Co.
