I have tried to remove the above and broken an alun key in the process. I'm sure this is partly due to me buying cheep tools but also they do seem to be done up very tight. I have put the old wd40 on them but is there something I should know here? ie they do undo anti clockwise.
I may be stuck with the old rocker covers!

Yes they should remove anticlockwise.
Could be the last person in there used a threadlock, or accidentaly got joint sealant from the plenum mating faces on the threads. They screw into alloy at the bottom, so don't go too mad.
A good Allen key will sort it out: Halfords used to (may still) do a Sykes-Pickavant set but those are Metric; you need Imperial for the Rover IIRC.
If push comes to shove you may have to drill the heads off, remove the plenum and get a pair of Moles on the remaining shaft (there's plenty of it!).

I was afraid of that. I've seen a second hand plenium + base for sale. I'll get that as well (just in case).
