Crazy speed limits after coming back

Hi all,
I used to live in surrey many years ago and and have now recently come back. It was nice to see the area again except what the hell is going on with the speed limits?!!
The worst one has got to be the A281 from shalford to cranleigh - what is the bloody point in all those new 40 limits which were NSL before?
Whats even more amazing is that many of the NSL roads are WORSE quality then those with the new 30/40 limits. I can now say that I feel LESS safe driving around much of the guildford/cranleigh area cos the speed limits now mean bugger all. Thank goodness there isn't the added stress of lots of cameras - at least yet.
Anyone know of any more so called "speed limit revisions"
planned near Guildford?
