So it’s hardly a big surprise that we haven’t got the TVR matter resolved properly when our NHS is in the hole again.
I know Eluned Morgan, she's also our regional member for the Senedd. I've corresponded with her and her sloping shoulders extensively on the second home tax. She's also on the Cabinet Sub-Committee on Cost of Living, for which I pointed out their plans to increase the rate to 300% was unacceptable with rising costs and council rates already rising significantly.
It's also quite interesting using the welsh govt official figures when they try to be creative...

Whilst enjoying a holiday last year in Wales (my ancestral homeland), a local Welsh plumber came to help.
He mentioned his difficulty in 'renewing' his mortgage. Some outright refusals and the offers had loaded interest rates.
The reason, his privately owned home was once upon a time, a council house.
Apparently a long-standung condition was in place, stipulating that the property could only be sold to an existing resident of the same county.
He was not pleased.

I think during the additional second home tax debate, it was stated that the man called the First Minister, does have a second Welsh home, but of course hypocrite and politician, are often in the same sentence these days.
HMRC do permit owners of second homes, to nominate which one is to be considered their main residence.

You can try to nominate which is your primary home, but as we found out, the council don't have to accept it...

I had better not make a public comment, about your second paragraph.
As for 90% - You have discovered the solution.
Create a legal condition for your own second home ownership - 'occupancy not permitted for more than 90% of each year'.
That is only 37 days when you cannot be there, which might already be the reality.
Can remove the condition in the future, if you ever wanted to sell.

I have just worked out why the 'new' TVR project failed.
The directors and management, were asleep on the job.
It took far too long, achieving almost nothing.
There were more excuses than cars.
Compare TVR to this start-up car factory.
Nine and a half months to complete the factory build.
Then three months later, finished cars began leaving the factory.
Altogether, just 2 weeks over 1 year.
How far did TVR get after 1 year and what did they have to show for their efforts ?
(Oh, and the company name .....Tesla.)
