Whoever's car that is, they need changing.
Tyres have about a 6 year life, after which they are too hard to be safe in an emergency stop, and the handling won't be very good either.

The handling would be even worse if an old UV-degraded tyre suddenly disintegrates at speed under cornering stresses..... Whoever's car that is, they need changing.
