Headlight adjusters

I've got to adjust headlights on my Spitfire for the MOT, but the adjusters appear to rotate without actually moving the headlights I've bought a new adjuster kit for each headlight and have been trying to figure out how it goes together. Now it seems that there are either extra bits in the kit that are only applicable to certain vehicle, or my headlight assemblies have some bits missing. Can anyone who has done this job give me any ideas?
