LDV Convoy Air Suspension Fault???

Im having trouble with the air suspension system on an LDV Convoy Ambulance. For starters we had one of the air bags blow after years of use so we had both replaced with new. Now since the replacement the suspension won't raise out of the kneel position. We have checked the system and have found the compressor to work when supplied with direct current.

Any ideas as to what could be the problem?
