Offside Front Service brake lagging in operation

Hi,
I have a Volvo V40 D2 that failed on 'Offside Front Service brake lagging in operation'. But apparently passed the brake balance test?
It have new pads a week before going in.
I can't quite understand how it passed the brake balance test but is lagging. Surely if its underperforming it would fail on balance?
Any suggestions?

Something's tight in the caliper, which means that it needs a certain amount of force to fully apply the brake, but once the pads are in contact with the disc the full force is applied.
Needs the caliper removed & reassembled making sure that everything's moving freely; probably the new pads too tight a fit.

Just something a bit stiff, although I would also expect the report to say it was dragging a bit, but not beyond reasonable possibilities.
Could also be a small amount of air in that caliper.
