Had my wheels powder coated from silver to black about 18months ago.
3/4 wheels have this weird finish like dust underneath the paint.
Painter has said out of warranty and can’t understand this has happened and blames the metal.

After 18 months this is an issue? If it was immediate then I'd question it but after 18 months I wouldn't complain myself.

Been cleaned by hand carwash place?
Could have used brick acid
Either that or it seems like aluminium oxide type stuff forming under the powder coat

I clean the car and use bilberry wheel cleaner.
1 wheel ok.

I wouldn't have thought its a product or application problem with one being unaffected. I would have thought they would have offered some sort of partial payment or discount to get the 3 sorted.
