Can a bumper be filled......?

Ok, as the heading says really.
I have a plastic front bumper that has a couple of slight ripples in on one corner. Is it possible to sand the highpoints down, or fill in the lows, or maybe a combination of both?
Any ideas out there.....?

Black textured plastic you mean? Because all bumpers are plastic so i'm assuming you mean the rubbing strip.

You can do both though. If you want to fill you'll need a plastic filler.

To get the texture correct you need to buy a plastic texture spray.
