Mk1 TT Clear Coar (Laquer) Flaking - Options ?

Hi,

The clear coat (laquer) is flaking on the spoiler and roof rack rails on my Mk1 3.2 TT (2004).
I think it is a common issue for these parts of the car as they get older?

My question is, what is the best way to get it cleaned up and recoated?
Is it something that a mobile detailer/paint man would do or will it need to go to a body shop?

Any recommendations for either a mobile service or a body shop in the Croydon, Surrey area would be appreciated.
