mobile bumper repairs

Little tough to tell from a photo that small, but looks like a fairly minor crack. Will need welding though, so not the most straightforward of repairs.
Around here you'd pay about £130+vat for the crack to be reinforced and welded, the area reprofiled and resprayed back to match the remainder of the bumper. London prices a bit higher, more remote areas maybe up to 30% cheaper.
Quality, as with any repair, can vary massively from one individual to another, regardless of prestige or branding. Obtain recommendations wherever possible from people who have used the particular chap/chapess who'll be doing your repair.

Two questions:
- Can you get the bumper off?
- Is it foam filled?
If the first answer is 'yes' and the second 'no' then you can always do it yourself. Bumpers are made of abs and will weld quite effectively with a soldering iron (I have done a number of bike panels this way).
You need to get some additional abs as a filler rod (like metal welding (this can be bought from motor repair factors, or I have been known to use the waste 'sprue' from Tamiya R/C bodyshells as they're made from the same stuff!).
Once the repair's welded (do both sides if you can for strength) the outer surface can be filled (again, you can buy the right compound from motor factors) and painted.
