If they're just vinyls, warm air to soften the PSA, then peel off gently, remove any residue with a paintwork-safe degreaser or automotive bug/sap remover.
The panel may well need a gentle polish to remove the ghosted edges and harmonise the previously-protected stripes into the remainder of the panel.
Wax of your choice to protect, and you're done.

If its a E28 circa mid 80s its possible they may be painted on, if so "tar and glue" remover would shift it, or a light solvent like panel wipe.
Done it on a few early 90's Jaguars for dealers wanting to "update" the cars.
