How to clean tarnished Jaguar lights?

My brother has just bought himself a nice secondhand Jaguar XJR, and the 4 front lights have a milky residue on the external face, mostly located towards the top of the lights (pictures attached). At first sight it looked like condensation on the inner surface, but there's a definite change in surface texture externally
Could anyone recommend a cleaning product to get this residue off?
I don't know if the lenses are glass or a tough polycarbonate or plastic derivative, so I was concerned about using anything abrasive before asking around
Any tips?

Thats not residue really , more damage to the uv coating on all plastic head light lens.

Its very common to see this sort of damage , comes from someone in the past wiping strong solvents over a panel for either a re-paint on panel or panels or before graphics and vehicle wraps applied , which inturn wiped the lights by accident , this melts the coating leaving a texture and milkiness look .
went to a large vehicle wrap company recently about future work , while there they asked my to look at there demo car which had the same problem on the lights , dont think they understood it was their own handy work which has caused this .
The fix is an abrasive cut by either compound and/or wet sand and compound to remove damage in the same way you machine correct paint work .
I bet the bonnet has been resprayed in the past, this is not just back street cheap company's i have a nice gallery of pics of such damage some being on nearly new cars which have been repaired through dealerships.
