Classic for £1500-£2000
Discussion
I have always liked the shape of the Lotus Excel. Usable ones can be found for that kind of money and like the Scimitar suggestion, won't have the body rot issues of the MG / Scirocco options:-

Otherwise, tired TVR wedges or 'S' cars often crop up for similar money if you're lucky.
Also, as an alternative to the 'rocco, presentable Porsche 944s are available in that price bracket too:-

There was a red 944 in the PH classifieds for £1995, 2.7 Oval dash in Guards and looked very very tidy.http://www.carandclassic.co.uk/car/C489068

I'd put my 2k on that.
Or if you want an alternative to the Golf GTi or Fiesta Mk 2, a good 205 GTi project would be great fun:-

what are parts like for the scimitar?
Abundant, through Graham Walker or Queens Road Garage. Not sure about the Scim and Scirocco looking similar though
The later SS1's with the 1800cc turbo Nissan motor are quite brisk - light as they are. They post pretty good times at the Curborough sprint meetings (with a little fettling)
Original MX5, Shirley ticks the 2 seater future classic box and can be had for less, thus leaving a bit of restoration money?
Edited to add
Not just me who thinks it is a future classic then. http://www.classicandsportscar.com/news/general-cl...

Re an Excel. Don't get me wrong a good Excel is nice drive but a good Excel will be more than twice the proposed £2000 budget.
I certainly don't disagree, but being honest the OP is looking for a running project type car and I thought a tired Excel would fit the bill. Now I was going to suggest a wedge TVR which would be even more of a challenge....Something like this , http://www.autotrader.co.uk/classified/advert/2014...
