It's hard to find pictures of a DS Break with the lower tailgate down, but that's the reason. Dunno why Citroen didn't use a top-hinged plate bracket like a Mini, an early Range Rover or any number of US station wagons but then they were never going to be conventional. Given how the DS was originally designed with hydraulically-powered windows, windscreen wipers and heater fan it wouldn't surprise me if there were plans for a hydraulic automatically-pivotting number plate which deployed from a tailgate like an aircraft's flap when the tailgate was lowered. OP - I remember that issue - 1973? DSJ paired his E-Type with a Norton.
I currently have a pair intended to compliment each other : Brera and Griffith.
But in a perfect world the Brera would be replaced by a Maserati 3200 GT and the Griffith by a vintage Bentley 3 litre. Pretty unlikely to happen regretably............

The rather common TVR + Rangie combo has worked perfectly for me for many years. The cars change but the pairing has remained as between the two types of cars so many boxes are nicely ticked.
The Rangie is due to be replaced at the end of the summer with my 72 which is nearing completion:
And that’ll be me settled for cars for quite a while.
