You need to physically take your V5 plus print out form V112 , to a post office , it can not be done on line as you would be changing the status on the V5 to ( tax exempt )

Its very simple i did on my Capri after 1st lockdown , take your V5 and form signed form V112 MOT exemtion declaration , to your local post office , they will give you a reciept for your V5 , which is then sent to Swansea , and your MOT is automatically put onto the database as MOT Exempt , severral weeks later you will get your new V5 back with Historic classification .

You can drive at any time before you recieve your new V5
My V5 already has Historic on it - maybe the Post Office is the place to ask.

its because you are making a declaration that requires your signature , take your V5 and form V112 to your local post office , they will do the rest cheers

Battling to get my 1979 Midget tax exempted at the moment.

Took all the required docs to two local post offices and wasn't successful. One suggested I needed to update the tax class on the V5 to historic and send it off to DVLA myself. Is that correct? Not what it says on the website.

no its bloody not ...

go to a main post office , i had a similar experience at local post office two bumbling old biddies , went to a main post office they do it straight away on their computer ,to DVLA

process is Give them your V5 and form V112 , they should be able to go through it immedietly and issue you with a reciept for your V5 and Tax status ( change of tax class from PLG to historic ) You can drive straight away

in a few weeks you will get your New V5 from DVLA

Just persist if you have difficulty ask to speak to an area manager

^^ This. After meeting a dead end in the first post office, I went to one that issued excise licences where the staff were fully up to speed.

'Obviously' it has to be Post Office that deals with normal taxing of cars. Print off the page of the Gov website that states what the Post Office needs to do and show it to them if they don't understand:

I've never had or filled out a V112, maybe because my car was MOT'd when I changed status. The Post Office don't take the V112 off you or log it, simply look at it and you take it away with you.

Thanks for the advice.

Both post offices I went to supposedly deal with car tax...

I ended up phoning DVLA who checked on their computer system and they threw another spanner in the works by saying that although as on the V5 they have a date of first registration (01/08/1979), their computer system does not have a date of manufacture and I thus now have to provide dating evidence....

From their email:-

"Dating evidence

Acceptable dating evidence can be obtained from:
• an extract from the manufacturer/factory record - these will have the chassis number of the vehicle against the month and year of production*
• An extract from the Glass Check Book. This is a guide to production dates which includes chassis numbers; these were only available to the motor trade via a subscription. Information from them can be obtained from most vehicle specialist clubs.
  • A certified copy of the factory record (with the embedded stamp) will be acceptable only from the British Motor Industry Heritage Trust (BMIHT)."
Luckily for me, my wife for a Christmas present (back in 1996!) got me the BMIHT for the car and I still have it to this day (see pic) - I've had the car since I was 17 and I'm now 49... Interestingly as a slight sidetrack, the destination dealer for the car is marked as for "personal export delivery". I was driving through Manchester one day 20 or so years ago, when a guy flagged me down and said it had been his car in Germany when he was in the forces, completely bizarre but fits with the BMIHT record. He told many stories of how the good old lucas electrics had let him down including failed windscreen wipers on a long journey in torrential rain storms :-)

Oh well let's see how I get on now, determined to get it sorted out!

That doesn't sound right; the gov.uk website is clear about registration dates. The build date should only be relevant if it is shown as having a later registration but was actually built before the cut-off dates.

It sounds as if whoever you spoke with doesn't understand their own rules. Must be a first for a govt dept biggrin


Eta, just seen entry re 'export' - this might be what's causing the problem, don't know why but it might be related. However, if regd in August 1979, it's difficult for them to say it hadn't been built by then but, of course, that was around the time records were being transferred from local offices to the new system.

Vehicles exempt from vehicle tax
If your vehicle was built before 1 January 1981, you can stop paying vehicle tax from 1 April 2021.

If you do not know when your vehicle was built, but it was registered before 8 January 1981, you do not need to pay vehicle tax from 1 April 2021.


I wouldn't have thought that that was too difficult for them to understand, irrespective of 'computer says no'

DVLA don't make a lot of sense because surely the date of manufacture can't be after the date of registration?

That's exactly what I thought and as Tarquin has pointed out, even their own website states it....

Might give them another call today, if I can cope with the 40 minute queue time to speak to someone....

Very fortunately I have to hand all the necessary docs in any case.

On the phone to DVLA again now as the link they sent in their email to check vehicle details shows that they actually already have the year of manufacture......[url]

I'd try another main Post Office again with your V5 that you have. Does the V5 mention anything about being imported? If they never last time attempted to change it on their system, then go back.
The stupid thing is, for it NOT to be now classed as 'Historic' and tax free it would have had to be made after the factory had closed down! silly

Well I tried a 3rd post office......... and SUCCESS!

No issues at all, just scanned the v5, asked when I wanted the tax to start from, gave me a receipt, stamped v5 and are sending off to DVLA.

Thanks everybody for their help, got there in the end!!!!

Now I'm worried... I went to get my 41 year old moped changed to historic status at a local post office today. The staff member clearly didn't have a clue what to do, but I persuaded her to send the V5 and my V112 to the DVLA anyway. I actually paid for the tax (only £21), thinking I could just claim it back later. Maybe I should have tried a different PO. Hopefully I'll get a "historic" V5 back at some point! (Whether or not I'll get my £21 back is another story). Why is it so much trickier than the Gov site makes out?!

Did the V5 get filled in on the 'change of class' section to 'Historic' ??

She took the V5 and V112 off me, and is presumably going to send them off to the DVLA... Fortunately, I took photos of the V5 before I went, so at least I have some evidence!

That is the trouble with some post offices , they dont understand the system , its all done on line via Post office /DVLA link , trouble is it still needs to be dealt with by the PO , not sure if DVLA will change your V5 status or send your docs back to you where you will have to start the process again , when i contacted DVLA by phone during first lockdown , with similar circumstances , they said it had to be completed at a PO.. and not to send the docs to them until its in the system via PO

Cheers DBSV8. Fingers crossed! The "bike" has been sitting in the corner of my garage for a few years, so I guess I can't be too impatient to finally get it on the road!
