Nobody - I have the Ford brochures from that era and the "L" models were only offered with the 2 litre Pinto and 2.3 V6 in the UK!And they didn't have alloys.
My 1978 2.8 Ghia had those wheels in 14" size, Injection models had 15.35" ones for those unobtainable Michelin TRX tyres.
A bit of a bitsa, albeit possibly in period.

According to this Classic World buyers guide, the L was available, as Mr Tidy said, with the 2.0 4 and 2.3 V6. You’d need the GL to get the 2.8.
I’d imagine in Germany you’d have been able to spec the 2.8 L. They love big engined pov spec barges!
