On the contrary, it was the Italians who used a Cavalier (well an Opel Vectra) at the fateful 1994 San Marino GP at Imola. In the inquest it was held that the Vectra/ Cavalier was too slow and causing the F1 car tyres to cool down too much which may have contributed towards Senna’s fatal crash.
After that, the proper official F1 safety cars were introduced.

The Tatra 623 was far from bog standard - a highly tuned specialist race support version of the Czechoslovakian Tatra 613 saloon.More history here:

If you look at the museum photos of the Tatra safety car the names of the driver and Co-driver are printed on the front wing along with their blood groups - sending out the wrong message ??More history here:

Prior to Mercedes getting the safety car gig in 1997, there have been some eclectic motors being used
