I'm struggling to understand how Hounslow Council can legally destroy a car based on the criteria mentioned, if the vehicle in question is legally parked, taxed, insured and has a current MOT?
The fact that a vehicle doesn't move for several months does not automatically mean that it has been abandoned, the owner could be in hospital for long term treatment, travelling around the World or any other legitimate reasons.
As I see it, so long as the vehicle is legally, parked, taxed, insured and has a current MOT, then the owner has met their legal obligation to park the car for as long as the tax, MOT and insurance are valid.
Frankly, if Hounslow Council are destroying people's legally parked vehicles based on the criteria mentioned, then I can see a number of law-suits coming their way!

Lesson always get on with your neighbours. Even if you really grate or think moron etc. always be polite always a friendly chat it will buy you so much favour while doing nothing or ignoring them well could result in nothing or could just piss them off. We have a lot of delivered parcels neighbours all sides take it in and give it to us also feed our cats while away, we return the favour, keep an eye out if they are away just incase any robberies or damage or whatever.
Takes so little effort but the upsides are huge.
Guess we're lucky as all ours seem perfectly normal and when having BBQs if anyone's in they invite or we invite fr a beer or two.

i gave my number to the guys dad and asked him to contact me if hed like to sell for a fair amount but hes not come back to me.
Certainly worth going back to the house again because 1), they may have lost your number; 2) it shows that you really are serious and 3) things change from day-to-day. The decision may suddenly be made to sell it, and if you're not on the doorstep, the owners choose the next available option. OK, don't go every week but make fairly regularly visits. If they begin to become exasperated then back off, but regularly visits (say once every three months) surely cannot do any harm. What's more, you'll then get to know the vendor's family, and they will begin to be on your side, working against the son to 'move the bloody thing and do something about it.' Just a thought...
