That may be a useful rule of thumb but as logic, I don't think it holds water -- there's no way for you to leave enough stopping distance to guarantee a safe outcome in every possible eventuality. Taking it to an extreme -- and possibly stating the obvious -- if you're at a dead stop and someone rounds a blind corner on your side of the road, you're entirely reliant on their stopping distance; the fact that yours is zero is irrelevant. They could slow down, they could even speed up, who knows. The point is you have no control over their actions, however carefully you yourself drive.

That being the case I'd say you have to plan based on "... what you can reasonably expect to happen" and accept that there are some circumstances that you just can't reasonably plan for. It's a balance of risk you have to take if you want to use a car to get about.

Sounds to me like you couldn't have reasonably done much more to avoid this situation.

Also chasing after them for 5 miles was pretty daft but I can't say I wouldn't do the same.
