That's interesting. Though on the secondary signal I mentioned previously that doubles as a pedestrian crossing, if I see someone waiting to cross I'm always prepared to stop on red. As I presumed the pedestrian would have priority once they stepped onto the carriageway?
If a pedestrian is in the road, then of course you should stop, whether there is a red light or no light signal at all!
If there is a red light, but no stop line, then, as said, it is a secondary signal that supports the primary signal and is there for improved advance visibility but only applies to a relevant stop line.

On the side of the road where it is the primary light, there is a line. On the other side of the road where it is the secondary light, there is no line. There are crossing buttons on both sides of the road, and a small island in the middle of the road with a crossing button.
