That's interesting. Though on the secondary signal I mentioned previously that doubles as a pedestrian crossing, if I see someone waiting to cross I'm always prepared to stop on red. If there is a red light, but no stop line, then, as said, it is a secondary signal that supports the primary signal and is there for improved advance visibility but only applies to a relevant stop line.
