I want to know where you get the extra switch that just puts ONE headlight on main beam and turns the other off.
Get the impression the sterotypical abuser of fog lights are the young boy racers, while this is common recently most of the people Ive seen abusing foglights (even the horrendously cool sidelights with fog lights combination) have been run of the mill regular, middle aged people. I've given up on trying to help them mend the error of their ways by indicating to them they have fog lights on. They clearly are either selfish or are poor drivers, clueless of how to operate their own car. The only way its gonna stop is for police to actually enforce it (can imagine its not the the highest priority, but when the books thrown for other silly offences - why isn't it?) or my suggestion is the bulb manufacturers make buying replacement lights really, really expensive - obviously they will go through many sets and normal fog light users will maybe have to replace one set if they are unlucky.
Whether they dont know what they are doing or think there are indeed two switches to turn the lights on who knows?? A fog light by definition is an additional light from the main beam that has its own switch OR has an indicator on the dashboard, I say this so all the (not that there are any here) 'well they are driving lights' brigade can go do one, they are only driving lights if they come on automatically with the normal dipped beam!.

Not just the fear of getting a smack in the chops either.
Someone is making progress on foot down the high street pavement. Little old lady totters out of the butchers without looking and toddles off in front at snails pace.
Do you expect to see them walk an inch behind her, pulling a torch out of their pocket and flash at the back of her head?
