It sounds like the mechanism has seized then as if it was an electrical fault it would have been more likely to stop suddenly when the fuse went. Alternatively it could be worn brushes but if so it should be easy to fix.
Definitely worth checking the mechanicals and trying to free & lubricate it. How easy is it to get to the wiper motor/mech?

I have a post runing on www.exiges.com It's not to bad to change the only problem is you have to do it by feel because you can't see the nuts.
