Strange that you are concerned that a simple and quite reasonable question would provoke an argument, but the answer is - sometimes, yes.
It might be more appropriate to take the discussion elsewhere in that this is a sport-shooting thread. I only contributed in response to the shocking video - and the caveat that for people who utilize firearms for purposes other than sport, it might be quite reasonable for them to be in a locked and loaded state, versus completely safe, but then ineffective.

A good point - and I must admit, I always felt the same way. I was never very comfortable carrying with a chambered round. However, my trainer (who also happens to be my daughter) persuaded me otherwise. In a situation so dire that one is forced to draw, a firearm that is not 'locked and loaded' might as well be unloaded, the rationale being that "while you're rackin', the bad guy's crackin".Still, compromise, I do. I use a MIC holster device, which is a trigger cover that snaps over the trigger guard and has a lanyard that is attached to the wearer. Depending on the length of the lanyard, the cover snaps away from the trigger guard as the gun is drawn. The idea stems from the need to make a 'Mexican carried' (pocketed, rather than holstered) pistol less capable of blowing the carrier's balls off inadvertently.
In addition my primary CCW pistol has both a grip and trigger safety, meaning that unless you have proper control of it, it's not going to go bang anyway.
