What is the wording on your FAC?
Most clubs allow any FAC holder to zero their equipment so long as they have either "zeroing" on their FAC.
Some clubs have a specific process (and range) for zeroing, some don't. You usually find the bigger the bang the more rules.
For something like rimfire at 25 or 50 yards its not a problem, generally. For something like 300 win mag doing a confirmation zero with no dope at 300 or 500 yards then you might find RCO will approve each shot and check your rig before you do anything. Once you are on the target they might be a bit less strict IYSWIM.
As soon as your zero is confirmed you would need to stop shooting though. So for something like .22LR you might only shoot say 15 or 20 shots.

Sorry just re-read your first post its .17HMR. I don't see the issue so long as your FAC allows.100 yards is about right for a zero on hmr so its not like you are doing anything strange.
Your other option is a 35 yard zero?
If accuracy of the distance is an issue there are apps that allow you to get an accurate measure so you could zero on land you are already approved on. Or invest in a laser?

From comments I've seen, from the way Remington integrated Marlin into its production, its not going to be simple to seperate Marlin out on its own if someone wanted to just take on Marlin, effectively they would have to start up from scratch in a new facility.As you say, a popular brand if only because of the side eject, and would be sad to see it go for good, as one less choice is not a good thing.
