Possibly a better question is why it's absolutely always the Hooker who throws into the line? There's nothing in the laws to say it has to be.
well of course the French used to be different there too....DocJock said:
When I started playing, it was always the wingers who threw in.
My dad used to throw in as a winger (late 60s/early 70s) for London Irish. He said he used to hate it as he'd get a lot of grief off the forwards when it went wrong. He practiced by throwing into a basketball hoop from different distances, and used to impress the kids he used to teach at school by getting a basket from the half way line on a basketball court.
It's funny to see how some tactics/techniques have completely changed. I'm a latecomer to rugby interest really having played at school (badly) in 1980/5,
but then not really followed it until the late 90s and only really watched anything much outside of internationals since the advent of BT Sport.
Look for early/mid Eighties internationals on Youtube and you will see tap penalties taken and immediately thrown to a set up for the front row facing away from the opposition, ready to go for a maul (might not be allowed now). Now, tap penalties are almost exclusively for a quick dart by the SH.

Should be a good game - why is it at St James' ?
Perhaps they're expecting more than 10,000 ticket sales. Kingston Park definitely one of the smaller capacity stadiums in Premiership.Given how highly the Falcons are flying at the moment, it seems like the perfect time to give it a crack, and I really hope it works, as wider uptake of proper rugby in the North can only be a good thing for the game!

It's a fund raiser for Doddie Weir. One off shirts that look like Newcastle United ones have sold out at £50 a pop.
25000 tickets sold so far.
As an example, Quins feature as one of the two sides in something like 13 out of the top 15 biggest ever regular club match attendances in the World, because they've either been the home team at Twickenham for a Big Game, or the away team against Sarries at Wembley or, as will be the case this weekend, the London Stadium.
What's really bloody frustrating is fking Bath coming to Twickenham on April 7th to play Leicester, on the same day that Quins are playing a home match against London Irish just over the road! Surely they could've found somewhere else to play that game, instead of coming and cluttering up our bloody pubs and trains???
