Black mark under laquer?

Got a new car and theres a little laquer peel that looks like its been touched up but theres a black mark under touch up? How can i get it out i tried cuttinf compond but its taking laquer off around it and not going through to the dark mark I want off. I dont have a machine polisher.

Not new its an 06 if its thag much hassle ill leave it but the rest of its very shiny and well looked after so it sticks out. May just leave it as its going to be alot of work probably sanding and stuff for a 1500 pound car.
