How about the Calibre Two Two for £399?
Everyone under the sun seems to be raving about their Bossnut £1k full susser, and if the above review is anything to go by, it looks like their hardtail is pretty decent too.

You haven't given us much to go on but obviously you can get more for your money going 2nd hand. If he wants a new bike then they will all be pretty much the same spec for the same money. Pick the one he likes the look of as it will need upgrading in a year if he takes to the sport. If he doesn't take to it then it doesn't matter.
I'm selling my old bike (Cove G-spot) around the lower end of that price bracket but it cost nearly 10x that when new and still has very good spec. Thankfully older bikes don't die the same way older cars tend to.

Could do worse than one of these
I have a 2014 model, which I picked up on eBay for £120 and it is a cracking bike for the money
