Commuting to work, prepare for bad weather

Merino Aldo baselayer plus t shirt and Aldi breathable / windproof jacket. Aldi winter legs and the NW boots. Some days I haven't been sweaty enough to warrant a shower, or maybe I'm just a dirtbag. The sweat seems to be a factor of how seriously I take it / how hard I ride. Since working out the determining factor is how quickly I get through signal controlled junctions I've been taking it easier and trying instead to manage the approach to hit them green rather than wait and then catch up on the clear bits.

I find that inside my jacket is sweaty and my outer layer also.
Have I too many layers for the heat I generate or is my jacket not that breathable?
I avoid a coat if at all possible, I'm in Aldi base layer, thermal jersey, gillet with most of the back just mesh. This does me down to pretty much freezing. I keep extremities warm though, good boots, gloves and covered ears.Still cycling in this weather.
