I'm in the process of road-ifying my old steel mountain bike and have now got to the part where I need to choose some appropriate tyres. I'm trying to do this to a tight budget, so cheaper the better. There are a few things I am looking for:

1. Not too skinny - minimum 1.5", ideally closer to 2.0"
2. Relatively easy to put on (I have some skinny specialized nimbus which are a b1tch to get on/off)
3. 26" Diameter
4. slick or close to slick as this is going to be a fair weather road bike

Any suggestions?

I use a 2.0" Schwalbe Kojak. It is completely slick, as bald as the mighty detective's head.

No real problems in wet weather, but I have just switched them for "winter tyres"

Easy enough to fit, no problems, recommended.

I switched to Continental City Contact 26x1.5in with free inner tubes. I think they are around on the net for £17-20 each.
Bald on top but some tread on the sides in case you ever make a turn in the wet.
