Old road bike I may buy - advice on value please!

Vintage, Steel framed traditional road bike. In need of some restoration. It is in working order but looks a little tatty and could do with some new break pads. The Tyres are inflated and gears are working fine. Collection only or if YOU want to organise for a courier to collect.
Seen the above on ebay, and was thinking of buying it for a restoration project, but have no idea how high to bid, or how much to offer if I were to go and see it. Can anyone help me out, would £40 be ok, or would that be far to low / high?
Depends if it is 503, 531, 531c etc steel, the better quality steel the higher it will go.... look at the classifieds on lfgss forum there are loads of single speed gimps that spend all day searching ebay for steel bikes and then post them onto their forum so that they can salivate or slag off each advert....

Oh and if you post a link on the lfgss furum that someone else has already posted or ask a question that has been asked before... they'll slag you off and charge you an imaginary beer for the answer.... Bring out the ....s
Higher quality will go for around £100+ and ultimately depends on who's interested on the day... as the add doesn't say you may get it for half that.

If you're going to the trouble of a restoration I'd start with a good quality bike which you could buy for little more. Parts will be easier to find and the finished item will be much nicer. Look for something with 531 (or higher) tubing maybe 12 or 14 speed.
