Will ULEZ 2021 Extension Bring Second Hand Car Prices Down?

The ULEZ extension is going to hit a lot of people in the pocket if their car does not pass the ULEZ emissions check:-

However, my 2002 S2 passed the check! Which I was a bit surprised by for a relatively old car.

BUT, will a general reduction in 2nd hand car prices caused by 2021 ULEZ, bring valuations down regardless of whether your car passes or not?
