You're timing; it's a race.
Everywhere suggested so far is "a place to which the public have access"; a public place.

Have a read of this;

Ok, technically , it's a race, but if I manage to run an event, it will NOT take place where public have access to.

This extract from the guidelines seems particularly relevant:

"Any person injuring another or damaging another's property as a result of acting negligently may have an action for compensation brought against them."

As the organiser you have a potential liability that could run into millions of pounds. As I understand it, the event does not need to be open to the public for this liability to exist. If you are not covered by insurance, you would be personally liable. You may already be covered by other insurance either due to your role within your club, or as a hirer of the circuit. However, I do not think it is safe to assume that any of these policies would cover you for un-licensed motorsport events. I would urge you to think seriously about running them either as MSA licesed events, or under an MSA exemption. As I said before, you could end up deep in the poo if anything goes wrong.
