Pete, I'd be careful what help desk roles he applies for - alot of them are gloried call centres with little or no technical training required or supplied. Frankly the working conditions on some of these desks are unpleasent with very high staff turn over.
Bracknell\Reading is a reasonable area to go looking for work but he'll be better off looking at small companies rather than the major IT players if he's after a job where he'll actually have a chance to get his hands dirty.
