I used to say "never accept a counter offer"
And then I did accept one and I saw a vast improvement in my salary and career. The local MD who approved the counter offer took me out for drinks and was open enough to say that it was their oversight, offered more money, promotion and a choice of a few roles.
I would class mine as the exception to the rule against other people experiences.
Depends how you negotiate at the end of the day.

Think about why they are offering you a counter offer? If it is because they see you having a long term critical role in their organization, then it might be worth thinking about. If it's because your role is critical and difficult to recruit for, it's a cost saving exercise by giving you more money (saves recruitment fees) and they want you in that role for a while.
