He’s accepted the new job offer and has a start date, he’s just wanting to capitalise on any redundancy payout also if in any way possible.
Ask him to do the taxpayer a favour and forget about it.

Is he still actually working or has the site been closed pending action be the liquidators.
It could be that if he is effectively locked out the the company is in breach of contract and he could walk away. Legal advice needed.

He doesn’t want to walk away though he wants to have his cake and eat it by taking a redundancy payment and then walking into the new job. If he has agreed a start date with the new company then he must resign with the given notice that his contract states. This will exclude him from a redundancy payment. The only way he could get one and start the new job would be to play a risky game of not resigning until after the payment and then trying to get out in time to start his new job. While a company is in administration it doesn’t mean that your contact is instantly ripped up and it’s a free for all

Under the circumstances it appears the OPs friend is taking a risk.
Cut and run.
